In December 2025, China released its latest policy paper on Latin America and the Caribbean, its third such document after earlier editions in 2008 and 2016, signaling a more strategic and security-aware approach to the region.

In this episode of LatAm Unboxed, host Diego Rodríguez Paez interviews R. Evan Ellis, Research Professor of Latin American Studies at the US Army War College, on what this shift means for Latin America’s logistics sector.

They discuss China’s potential use of Peru’s Port of Chancay, rising U.S.–China competition in AI and cloud infrastructure, U.S. efforts to counter China’s infrastructure footprint, Beijing’s push into new energy technologies, and how regional discontent with U.S. policy may shape future cooperation.
